The Municipal Research and Services Center (MRSC) is a private, non-profit organization based in Seattle, Washington. Our mission is to promote excellence in Washington local government through professional consultation, research and information services. All of the information and research services described below are available free of charge to elected officials and staff of Washington city and county governments as well as to officials and staff of Special Purpose Districts that are members of WAPHD, WASWD or the Enduris Insurance Pool. MRSC serves Washington local governments by providing: (1) Dependable advice from a multidisciplinary team of professional consultants; (2) A comprehensive Web site; (3) Access to thousands of sample documents; (4) Timely and informative print and electronic publications; and (5) Access to the largest local government library collection in the Northwest.
MRSC is governed by a volunteer board of directors drawn from local government and the community-at-large. MRSC does not engage in political activity. We do work in cooperation with the Association of Washington Cities and the Washington State Association of Counties, and the Washington Association of County Officials, advocacy organizations for cities and counties.
Individual cities and counties pay no fees for MRSC programs. Instead, programs are cooperatively funded out of a small portion of the cities' distributions of the Liquor Board profits and the counties' distribution of the liquor excise tax.
